美國白宮在週末回應兩個有關對抗網路盜版的法案請願,其一即是Stop Online Privacy (SOPA),其二則是Protecting IP Act, and the Online Pritection and Digital ENforcement Act (OPEN) 在回應當中,三位負責撰稿者*以「在網路的開放與創新前提下保護線上智慧財產權」為聲明稿之主題,直接說明保護網路智慧財產權絕對不可以威脅到網路的開放與創新。
聲明稿的前幾段中提到美國白宮認同外國網站違反智慧財產權的嚴重問題需要以嚴格的法令來處理,但美國政府不會支持以一個會降低言論自由、增加網際網路安全風險、阻礙全球網路創新的法令。聲明稿中也關切到利用 DNS 過濾達到封鎖特定網站導致整個網路結構的安全風險,並期望與鼓勵包括內容創作者、網路平台等業者能夠合作採納自願方式來降低網路盜版的問題。
